Three Days of Impromptu Bargaining Yield Minimal Movement on Economics

Our bargaining team met with the employer for impromptu negotiations on Monday, Tuesday, and Wednesday this week. Over the course of these three days, we went back and forth on economic issues, but unfortunately, the employer has made minimal movement.

At this time, no new bargaining dates have been scheduled.

We need you to stay ready. Continue to stand united and be prepared for next steps. Together, we will win the best contract possible.


 

UPSC Local Bargaining Update #16: September 27, 2025 and Town Hall

We Remain Strong and United

This week, we held three days of bargaining with management in hopes of reaching a full tentative agreement. However, we were only able to win one article of agreement, on bereavement. We rejected management’s comprehensive proposal that included economics and new hires. Despite clear communication about our members’ priorities, management has shown no meaningful movement. We responded with our own economics proposal and are waiting to hear back.

While no additional bargaining dates have been scheduled at this time, our team remains strong and united in our commitment to securing a contract that truly serves our membership. We will continue to stand together and do whatever it takes to achieve an agreement that reflects the value and professionalism of our pharmacists.

Three Tentative Agreements Won, Economic Package Under Review

We conducted bargaining with management on September 9-11, 2025, in downtown Los Angeles, coinciding with Kaiser National negotiations. We won tentative agreements (TAs) on:
• Education
• Trial period
• Vacation bidding

Management provided the following proposals, which we are reviewing:
• Comprehensive package, addressing economics, new hire, per diems, shift differentials, and mandatory overtime
• Counterproposal on bereavement leave

We are working diligently to secure the best contract possible. This is a critical time in our negotiations, and our strength lies in our solidarity. By remaining united, we maintain the leverage necessary to achieve a fair contract that recognizes our professional value and addresses our workplace concerns.

UPSC Local Bargaining Update #14: September 5, 2025

Negotiations at a Standstill

We met with management on Tuesday, September 2, and Wednesday, September 3. Management presented a package proposal on vacation, shift differentials, bereavement, probation and evaluation, trial period, and education. We rejected management’s package proposal and presented counterproposals on education, shift differentials, mandatory certifications, a trial period, and vacation. Management also rejected our counterproposals.

This standstill is frustrating, but we remain united and determined to secure a fair contract that recognizes our value, protects our rights, and builds a stronger future for everyone. Every successful negotiation requires patience, persistence, and unwavering solidarity. Together we rise. Together we will win.

UPSC Local Bargaining Update #13: August 28, 2025

Contract negotiations continued when we met with management on Tuesday, August 26 and Wednesday, August 27. We submitted counterproposals on three key items:
• In-person education programs
• Alternate work shift agreement
• Vacation bidding

We rejected management’s comprehensive package proposal. Management
withdrew their grievance and arbitration proposal and presented a counterproposal regarding new hire and probationary period terms. We submitted a counter to management’s new hire and probationary period terms.

We remain committed to bargaining for the best contract possible.

UPSC Local Bargaining Update #12: August 18, 2025

On Thursday, August 14, 2025, we met with management and secured two important Tentative Agreements (TAs).

Tentative Agreements Won:

  • Earned Time Off Request: Clarified the time-off request procedure, ensuring a clearly defined process that gives pharmacists better advance notice when time off is approved
  • Education: Improved transparency in the certification process for Continuing Education requirements

Management’s Disappointing Rejections

Despite these wins, management rejected several critical proposals that would directly benefit our members:

  • Longevity Steps – REJECTED
  • Lead Differentials – REJECTED
  • Pharmacist-In-Charge (PIC) Differentials – REJECTED
  • Mandatory Certification – REJECTED (this would have recovered costs for job-required certifications)

We also received management’s package proposal, which we found below the standards our pharmacists deserve.

We remain committed to fighting for a strong contract that enables us to practice at the top of our profession and protects our patients.

UPSC Local Bargaining Update #11: August 4, 2025

During last week’s negotiations, we made progress while facing key challenges.

Tentative Agreements Reached:
• Work Week Definition: The workweek is Sunday to Saturday, in order to align with Kaiser’s new timekeeping system
• ACP and Per Diem Sick Leave provisions, ensuring compliance with the Healthy Workplaces, Healthy Families Act (California Paid Sick Leave Law)

Management Rejections:
• Time Off Request Tracker (TORT) proposal
• Stand-by Pay Increase proposal

Management’s rejection of these proposals is deeply disappointing. We expected more progress at this point in negotiations.

Despite these setbacks, we remain committed to an interest-based bargaining process that prioritizes collaborative problem-solving and our shared interests.

We are ready to do whatever it takes to achieve a contract that serves our members’ needs and reflects the commitment and value we bring to the organization.

UPSC Local Bargaining Update #10: July 28, 2025

Unity Petitions Delivered

Last week, we held two bargaining sessions with management, during which we delivered our unity petitions. Signed by a majority of our members, the petitions show our unity and commitment to a fair contract. Many observers joined us in a powerful display of solidarity.

During the two-day sessions, we discussed proposals covering bereavement leave, grievance and arbitration procedures, time off requests, education benefits, and probationary periods.

Thus far we have had 14 bargaining sessions and have reached two tentative agreements. We have sessions scheduled ahead and are invested in using interest-based bargaining to negotiate a fair contract.

UPSC Local Bargaining Update #9: July 10, 2025

Committed To a Strong Contract

Over two days of bargaining this week, we had some good, fruitful conversations.

We made proposals and counter-proposals:

  • To improve and extend language around mandatory certifications
  • To improve our TORT process

We rejected a management proposal around probation and evaluation for new hires.

The employer also passed us a package proposal that included education time, bereavement leave, probation and evaluation for new hires, and vacation bidding.

Reminder: Everything We Have We Won

We must never forget that nothing was given us by employer kindness. We bargained every step of the way for the excellent wages and benefits we enjoy in our contracts—empowered by member strength and solidarity.

As a team and membership, we remain committed to the interest-based process. UPSC stands united to provide the best new contract possible.

UPSC Local Bargaining Update #8: June 27, 2025

Advancing Economic Proposal Despite Management’s Rejections

This week, management rejected our proposals on Lactation Accommodations and Tuition Reimbursement, which would have supported nursing mothers and expanded utilization of educational opportunities.

We hope our employer remains as committed to the interest-based bargaining as we are. Despite the rejections, we forged on and presented our economic proposal, which includes:
• New longevity steps to improve staff retention and recognize years of service
• Increases to shift differentials that reward members for the shifts they are working
• Addition of preceptor differential to acknowledge pharmacists’ contributions to train future professionals
• Increase standby pay
• Increase to Qualified Bilingual Staff (QBS) differential to enhance the patient experience
• Increase differential for lead pharmacist and pharmacist-in-charge positions

Additionally, we passed counter-proposals across the table on:
• Grievance and arbitration procedures
• Bereavement leave
• Clarification of education language
Management gave us their proposal on alternative compensation program (ACP) benefits.

We look forward to more interest-based bargaining anchored in mutual respect, common interest, and collaborative problem-solving.

UPSC Local Bargaining Update #7:June 11, 2025

Contract Negotiations Advance with Multiple Proposals Exchanged

Our bargaining team has reached a productive stage in contract negotiations. During our June 10 meeting, we exchanged multiple proposals with management.

Our Proposals: We presented two initial proposals focused on improving the language on tuition reimbursement and vacation bidding. Additionally, we countered management’s proposal on education time by strengthening and clarifying the existing contract language.

Management’s Proposals: Management passed across the table two initial proposals regarding bereavement and the grievance and arbitration process. They also countered our Time Off Request Tracker (TORT) proposal.

Throughout negotiations, we have maintained interest-based, solutions-oriented, and mutually respectful dialogue. Our team remains united as we continue to engage management in this collaborative process.

UPSC Local Bargaining Update #6:June 2, 2025

On Friday, May 30, we resumed bargaining with management and continued engaging in the interest-based bargaining process, which is anchored in common interest and collaborative problem-solving. We passed to management an initial proposal for Lactation Accommodations. Management also introduced an initial proposal on Paid Education Leave CEUs.

We are proud that our bargaining team remains committed to representing the best interests of UPSC. We are working on developing new proposals that tackle the concerns raised by our members.

UPSC Local Bargaining Update #5: May 21, 2025

We continue to have rich discussions engaging in interest-based bargaining. On May 20, we reached another agreement with management, signing a Letter of Understanding that will allow us to use gender-neutral pronouns in the contract.

At this bargaining session, we also addressed a key issue about Time Off Request Tracker (TORT). We presented to management a proposal strengthening the process of requesting time off, submitting contract language that supports work-life balance.

Management also presented their first proposal on transfer rights for new hires.

UPSC Local Bargaining Update #4: May 2, 2025

We are very excited to share that we reached our first Tentative Agreement (TA). We met with management on Thursday, May 1 and through dialogue and consensus-based decision-making, we created contract language recognizing the importance of mandatory training and uninterrupted training time for pharmacists.

We also continued our conversations about:
• education time and education utilization
• jury duty for part-timers, focused on clarifying contract language
• use of gender-neutral pronouns within contract

UPSC Local Bargaining Update #3: April 25

The UPSC bargaining team with UNAC/UHCP Representation Director Debra Sung, PT.

We are making progress in our contract negotiations. On April 23 and April 24,we met with management and shared our labor-side interests. We also engaged in meaningful conversations rooted in finding solutions to improving workplace issues. We continued extensive dialog around time off requests and utilization of ETO.

Overall, we gave management four proposals that support creating a workplace where pharmacists can access educational resources and establish an environment where everyone receives consistent and fair treatment:
• proposal on education utilization to expand and clarify language
• counter-proposal on mandatory training
• proposal regarding jury duty, clarifying language for part-timers
• letter of understanding (LOU) regarding use of gender neutral language

UPSC Local Bargaining Update #2: April 11, 2025

On Thursday, April 10, 2025, we met with management and further discussed our mutual interests. We explored the issues of time-off requests and work-life balance, policies that enable our pharmacists to effectively plan our personal and professional lives and help reduce burnout.

We also engaged in dialogue about education time, where we emphasized that access to and utilization of education time help pharmacists stay updated within the rapidly evolving pharmaceutical landscape, which also allows pharmacists to better serve patients.

UPSC Local Bargaining Update #1: April 7, 2025

We had a very strong start to local contract negotiations. We met with management on Friday, April 4, 2025 in Downey, CA.

We established ground rules to facilitate consensus-based interest-based bargaining. We shared our key bargaining interests, and then dove into deeper conversations focused on mandatory training and work life balance. We gave management our proposal on mandatory training. Overall, we had very productive conversations.
