Aloha UNAC/UHCP Hawaii Members,
As you know, many UNAC/UHCP bargaining teams met this week in Los Angeles with Kaiser. Unfortunately, we experienced more of the same tactics they’ve been using for the past few months. Kaiser is slow-playing these negotiations, attempting to wear us down. They are moving, but at a snail’s pace. We are not in a rush to get a bad deal. We must remain united and have the patience to win the contract you all deserve.

We have come too far and fought too hard to slow down now. Together, we will carry this across the finish line! Stay strong, stay loud, and stay united!
Thank you UNAHI members for your continuing support and engagement. At last night’s Q&A town hall we were again over fifty percent attendance as has been the case for all of the meetings conducted since bargaining began.
This week our local table met for two days of bargaining on November 12-13.
Management has said at the table that they “see a path forward”, but their proposals do not match that sentiment. They are delaying as a tactic. Our bargaining team is resolute, showing up prepared to achieve the best possible contract for all our CRNAs in UNAHI. With the power of all the 32,000 Kaiser members of UNAC/UHCP, we know we’ll get there.
On Sunday, our Bargaining team will fly to L.A. to attend the last 3 days of scheduled bargaining (both locally and Nationally). Thank you to everyone who has helped cover shifts so that our entire team can attend. Our hope is that these three days, Kaiser will come prepared to finalize our first contract, and we will keep you all updated as the week progresses next week. The solidarity that you all have shown gives us strength, and we are prepared to do whatever it takes to finish this and achieve the best possible contract.

We have now put proposals covering the entire contract on the bargaining table and responded to every single one of the employer’s proposals, but we are waiting for them to make timely responses to 29 articles.
We added two bargaining dates this week, one an evening session. We have done all our work. We’re waiting for management to do their work.
We do have 12 tentative agreements so far, including three this week:
During Wednesday’s evening session, management did make substantial movement, giving us six proposals or counters on:
In our proposal on vacation bidding, we’re trying to develop a clear and transparent process that’s fair for CRNAs, which continues to honor people’s seniority in vacation bidding but also has rules for equity as well.
On Thursday, we gave management a counter on Probationary Period and Performance Evaluation. We gave them a new proposal called Miscellaneous that proposed an adequately sized breakroom for the CRNA staff and parking privilege guarantees.
We proposed a side letter to review lactation accommodations at Kaiser hospitals. We also gave them two counters: on Job Posting and Filling of Vacancies, and Reduction in Force and Recall.
Our tentative agreement on Seniority reached yesterday honors longstanding service to the department. It solidifies a transparent seniority process and also ensures that if a CRNA leaves the bargaining unit and returns within a year they’ll retain all previously accrued seniority.
Now we await the employer’s counters on the entire contract.

Over the last two weeks of negotiations, we made thirteen new proposals, countered two of management’s, achieved five tentative agreements this week, and had to end negotiations early on July 29 due to a tsunami.
Our TA on medical malpractice insurance ensures that coverage will be maintained.
Many of our current proposals involved maintaining current benefits, specifically education and tuition reimbursement.
Today, we passed most of the rest of our outstanding proposals, including scheduling and others. So far, we’ve put almost the entirety of our proposed contract on the bargaining table.
On Thursday, July 10, our UNAHI bargaining team presented three articles to Management:
Retirement Plans: Our team is united with the membership in maintaining all current retirement benefits. Specifically, we proposed maintaining:
The overarching theme of our proposal is NO TAKEAWAYS.
Pay Provisions and Hours of Work: We proposed:
Wage Structure: We proposed equal pay for equal work, commensurate with our UNAC/UHCP sisters and brothers in Northern California who perform the same job, requiring the same skill, effort, and responsibility, and work under similar conditions. We’re also proposing a wage grid that will help us recruit and retain the best CRNAs in the state of Hawaii and reward our members who stay based on their years of experience.
We bargained with management last Thursday, July 3.
We denied their package proposal and instead made counter-proposals on three articles: Union Representation, Membership, and Grievance and Arbitration.
Unfortunately, management presented no new proposals or counter-proposals.

Last week, we met with management and presented one counter on new and revised jobs.
Then we spent time as a team working on our economic proposals, which we plan to present soon.
We were joined by Moises Alarcon, RN, UNAC/UHCP Treasurer and Max Carbuccia, Director of Collective Bargaining.
Bargaining team member Geraldine Doronio is gone this week and next but couldn’t pull herself away, so she joined us from the Amsterdam airport, half a world away, on her laptop.

We achieved a tentative agreement yesterday that ensures management will follow a fair and transparent process around corrective action.
We were joined by three CRNA observers at different times throughout the day. Their presence was extremely positive for our bargaining team.
We also passed a proposal on paid time off that solidifies current benefits and proposes improvements.
Overall, we’ve made 24 proposals. We’ve achieved four tentative agreements. We owe management four responses and they owe us thirteen.
We’re working on finalizing our economic proposals.

Our conversations with management at the bargaining table continue to be conducted in an interest-based manner. Management has been listening to our intentions behind our proposals and adjustments to language.
Yesterday, we delivered responses on six articles:
So far we have proposed a total of 22 articles. We owe management three responses. They owe us 14. We expect multiple responses from the management team next week.
Additionally, we met this week with UNAC/UHCP’s research team to work on our wage proposal, which recognizes the value of our CRNAs in Hawaii.
Our team remains determined to achieve the best contract possible for our members.

Overall, we’re encouraged by the constructive progress we’ve made so far and we’re committed to maintaining our momentum toward winning our first contract.

This week, Thursday, May 8 was a busy day for our team as we met to continue contract negotiations with Kaiser Permanente management.
We passed a new proposal across the table about patient care advocacy, and we responded to prior proposals from management on reduction in force and recall, the savings clause, and the corrective action procedure. We believe that a fair and transparent process to address any performance concerns with objective and constructive feedback is vital to the interests of our membership.
Throughout the day our conversations around these proposals were in-depth and targeted toward reaching results beneficial to UNAHI members. We look forward to continuing the work of finding solutions at our next bargaining session on May 22.

Bargaining Report
We are pleased to announce that today, April 30, our UNAHI bargaining team signed another Tentative Agreement (TA), covering the “Agreement” clause of the contract.
In addition, we passed proposals on probationary period and performance evaluation, corrective action, seniority, and Reduction in force and recall. We received a response from management to our proposal regarding the savings clause.
We continue to build momentum and are excited to collect another TA towards our new contract. Thanks to our CRNA members who have come to observe and support our bargaining team’s efforts!

Signs of Progress
On April 24 we met with management to continue bargaining our next contract. Encouragingly we received responses to five proposals we had previously passed, covering these subjects:

• Preamble
• Seniority
• Probationary period and Performance Evaluation
• Status
After making some clarifying inquiries regarding their proposal to us on Status we passed back to them a counter on that subject. We also passed a new proposal to management on Union Representation.
We are pleased to announce that we signed a Tentative Agreement (TA) on the Preamble to our contract. In all we have reached two TAs towards the completion of our Agreement.
Representatives from QGenda attended and demonstrated to us how their App works to assist with staff scheduling. The presentation was highly informative for both sides and we will continue to explore technological solutions to scheduling as we move forward.

This Week in Bargaining
On April 17 we met to bargain again with management. Our team continued discussion and development of proposals that address the needs of UNAHI members and we passed to management new proposals covering Contract Agreement, Contract Preamble, and Status.
Management came to the table with questions, but no responses. Our team is awaiting responses to fifteen proposals that we have passed to the management team, whereas we owe them one response. Based on our conversations, next week we expect more responses from Management.
In our discussions revolving around transparency in scheduling processes, we invited a representative from the scheduling app QGenda to present at our next session on what the platform offers. Once both sides better understand what scheduling technology is available, we hope to find a way to improve our scheduling processes.

Our UNAHI bargaining team is focused, upbeat and showing up ready to go at each and every bargaining session!
This week, we leaned into the importance of creating a transparent and predictable scheduling process, emphasizing the issue as a high priority for our members. Yesterday’s conversations with management were framed around how to address our members’ needs while also satisfying departmental operational needs.

Protecting our members
Yesterday in bargaining we proposed a contract article on harassment that would provide contractual protections for our members against discrimination, unlawful harassment, and retaliation.
We also reviewed the employer’s counters on ground rules for the negotiations; probationary period, and performance evaluations.
We began working on seniority which we intend to propose on April 10.

We won our first tentative agreement (TA) today, an article called Courtesy which encourages management and employees to work together in a courteous and dignified manner.
We proposed ground rules to make the bargaining more efficient.
We also passed two new proposals to management:
1. Grievance and Arbitration gives us a formal process to challenge contract violations and unfair discipline.
2. Strikes and Lockouts ensures that no work stoppages will occur during the term of the contract.
Management gave us counters to proposals we made last week on two articles: Non-Discrimination, and Performance and Evaluation.

In some ways, just culture might be the most important. Just culture helps ensure that our workplace remains one where employees can share safety concerns to improve processes and achieve the safest conditions for optimal patient care.
In contract bargaining, each side makes proposals, the other side counters. When an agreement is reached on an article between our union and management, that becomes a tentative agreement or TA. Our bargaining team is optimistic that we will reach our first TA in next week’s negotiations.
We have a new name
Our new chapter has an official new name!
Our new names is UNAHI (pronounced oo-NAH-hee, like unagi or ahi), which stands for the United Nurse Anethesthetists of Hawaii.

Our CRNA bargaining team met the management bargaining team for the first time on Thursday, February 27.
Together, both teams received training in interest-based bargaining from a mediator from FMCS, the Federal Mediation and Conciliation Service. IBB is the process we use to bargain contracts with KP. It’s meant to be a collaborative approach to resolving our interests and solving problems to get to a strong contract.
